Xcel Energy Inc. and the solar energy industry have reached a compromise on incentives offered to customers who install small-scale solar electric systems in Colorado. Because Rhode Island policies on renewable energy lag behind other states in the region, it is losing out on business from the installation of wind turbines, solar-energy systems and the like, industry representatives told a special legislative task force on Wednesday.
